Cath has years of experience as an education construction projects manager working across East Anglia. Cath has a proven track record of delivering capital building projects on time and within budget. She has managed a portfolio of diverse projects, ranging from a new £6 million 420-place primary school in south Cambridgeshire to small refurbishment projects. Cath was the key member of a team that successfully bid for DfES funding for a new £16 million inter-church secondary school in Downham Market.


Cath's responsibilities as a project manager include management of all key work areas, from identifying and bidding for funding, financial management, procurement and appointment of the technical team to acting as client representative during the project. Typical projects range in value from £6 million to £2,000.


Cath was appointed Schools (Buildings and Finance) Officer for Ely (Anglican) Diocese in February 2001 and has had responsibility for St Martin's CoE Primary School, Shouldham, Norfolkprocuring funding for and directly managing all capital projects at the 31 voluntary aided schools in the diocese. Cath was also responsible for stewardship and management of the Board of Education assets, including day-to-day accounting responsibility and preparation of annual accounts.

In 2002 Cath set up a trading company for the diocese and began offering voluntary aided schools a bespoke property management service in conjunction with a partner from architects Peter Smith Associates. The service proved extremely popular with headteachers and generated a significant profit for the diocese.

In April 2006, following changes to the funding arrangements for capital works at voluntary aided schools, Cath offered Ely Diocese voluntary aided schools a new service for the management of their DFC funds; there was a 100 per cent take-up.

In September 2006 Cath founded Cath Conlon Project Management.


Cath graduated from Leeds University with a BSc Joint Hons degree in Accounting and Data Processing. Her professional experience includes employment with the Department of Trade and Industry and Ernst & Young accountants (she is a certified accountant), where she spent 10 years in corporate recovery, rescuing small businesses.

Cath is married to a Financial Times journalist and they have two sons.
